Reynolds, seeking election to the office she assumed when former Gov. Terry Branstad was appointed Ambassador to China by President Donald Trump, has not said publicly if she will sign the bill into law. The new bill would ban any abortions after 6 weeks or once a fetal heartbeat is detected.

"Here we are at 1:05 in the morning pushing a bill that has absolutely no constitutional chance of ever passing muster", said McCoy. A provision in that legislation requiring a three-day waiting period for abortions - among the longest wait periods in the country - was challenged in court.

The Iowa legislation has some exemptions, such as in the case of rape or incest or if a woman's life is at risk. Abortion activists say it is unconstitutional.

After nine hours of debate, House members voted 51-46, mostly along party lines. The bill will now go to Iowa Governor Kim Reynolds' desk. "This bill says it's time to change the way we think about unborn life". If one is detected, health-care providers are barred from performing an abortion.

Republicans in the Iowa Senate have ratified a plan that will limit energy efficiency programs run by Iowa utilities, reducing annual charges on gas and electric bills in Iowa by an estimated $100 million. Sen.

House leaders, attempting to get more of their members on board, brokered a deal on an amendment that created exceptions to the ban for some cases of rape and incest.

"It would take the Supreme Court to step in", said pro-life advocate Bryan Gibson.

AVENGERS: INFINITY WAR Writers Talk About Thanos and His Hero's Journey
As with any movie with such a large number of stars, finding screen time is challenging at best and frustrating at worst. And against the formidable opponent that is Thanos , every last one of them will be needed if Earth is to survive.

State Sen. Rick Bertrand (R-Sioux City) said Iowa will be "ground zero" in an effort to reverse the Supreme Court's decision legalizing abortion care.

In the Iowa House, State Representatives Jane Bloomingdale (R-Northwood), Chip Baltimore (R-Boone), Lee Hein (R-Monticello), Dave Maxwell (R-Gibson), Andy McKean (R-Anamosa), and Louie Zumbach (R-Coggon) were the only Republicans to vote against the bill.

"Iowa, especially rural Iowa, is having a shortage of providers and maternity providers are particularly short", she said. The U.S. Supreme Court has declined to hear similar heartbeat bills North Dakota and Arkansas approved in 2013, after they were rejected by the 8th U.S. Circuit Court of Appeals.

Democrats on the other hand argued, the bill is too restrictive on women's health and that a woman should be allowed to make decisions about her own body with her doctor. "Instead, they've decimated access to family planning because it is not about reducing abortion; it is about oppressing women and catering to a small, extreme interest group".

The UI program is scheduled for a routine site visit this summer by the council, Dr. Marygrace Elson, program director of the OB-GYN residency program, said.

Although a previous version of the bill would have charged doctors who performed an abortion with a low-class felony, there is no language in the bill that penalizes physicians for performing an abortion.
