Less Than Half of The Separated Immigrant Toddlers Will be Reunited By Tomorrow's Deadline

The administration says it has reunited 57 children under 5 with their parents, meeting this week's court-ordered deadline for all who were eligible.

As of July 12, government-provided reunification data said 103 children under 5 years old were covered by the court order.

But U.S. District Judge Dana Sabraw, siding with the American Civil Liberties Union, said DNA testing needed to be done only when parentage couldn't be proven through birth certificates or other ways, or when the lack of a DNA test would prolong family separation.

As for most of the rest of the under-5 children who have yet to reunited with their families, Fabian said that their parents have already been released into the United States, have been deported, or are behind bars on criminal charges.

If the government failed to reunite all the children under 5 with their parents by Thursday, Sabraw asked the ACLU to suggest penalties he could levy against the government.

Further, the group wanted a fund to be established to pay for professional mental health counseling, "which will be used to treat children who are suffering from severe trauma as a result of their forcible separation from their parents".

This included not completing DNA tests and background checks on other adults living in the same households as parents in some cases, the administration said in the court filing.

The government has cited logistical issues in getting some of them back together (one being that some parents were already deported).

Government attorneys told a San Diego judge slightly over half of the children 54 of 102 represented by the ACLU and in Department of Health and Human Services custody will be reunited with their parents in ICE custody.

That number is not surprising, but many are outraged over the separation of immigrant families.

Disqualifications include 22 children who were not reunified due to concerns that they would not be safe with the adult with whom they crossed the border. The child is now in the custody of the Department of Health and Human Services' Office of Refugee Resettlement.

Witnesses in Phoenix said some toddlers did not recognize their mothers, tried to get away from them, and cried out for government workers who had been watching them.

The ACLU's Gelernt said during a court hearing on Friday that it was "startling" that the government can not find some parents.

"That is going to be a significant undertaking", Sabraw said on Tuesday of the next deadline.

Administration officials have recently appeared to soften their hard-line stance on how the border detainees are treated, saying the majority of parents of children younger than 5 would be released with ankle bracelet monitors rather than being held indefinitely as a family.

The administration was under a court mandate to reunify families separated between early May and June 20, when President Donald Trump signed an executive order that stopped separations. They are just using children!' "They're not aspirational goals", the judge said.

Children awaiting reunification face a variety of different circumstances.

On that front, the judge has noted "there is a lot of work to do" on the older group of children and has ordered the Justice Department to provide an update Thursday on how many need to be reunited with parents.

Federal officials said they are reunifying as many children as they can and attributed delays to "legitimate logistical impediments" that make it "impossible or excusable" to meet the court's deadlines.

Seven adults were determined not to be the parents of the child they entered with.

Catholic Charities, which helped place some of the children in shelter facilities after their separation, held a news briefing in NY at which a handful of the reunited parents expressed relief after weeks of anxiety over the separations.
