The last time Iran was sanctioned, it lost half of its exports, which have now returned to 2.4 million barrels per day.

He called the landmark 2015 agreement "horrible", claiming it left the Iranian government flush with cash to fuel conflict in the Middle East.

The US has long designated Iran as the world's foremost state sponsor of terrorism, Pompeo noted Sunday, adding that the Islamic Republic can not expect to be treated as an equal in the global community until it halts such activities.

President Hassan Rouhani on Monday said Iran could hold talks with the United States only if Washington proved its trustworthiness.

He said Iran's leaders may need to "drink the poison cup" and negotiate with the US.

"There will be pressure because of sanctions, but we will overcome this with unity".

The aim of U.S. sanctions on Iran is to change the behavior of the Iranian regime, not the regime itself, the officials added. "The riyal is tanking, unemployment in Iran is rising, and there are widespread protests over social issues and labour unrest".

"If the authorisation is rejected, then the company shall not comply with USA law and if it does it is subject to the penalties foreseen by each member state", said one European Union senior official.

The United States continues to stand with the long-suffering Iranian people, who are the rightful heirs to Iran's rich heritage and the real victims of the regime's policies, indicated the statement. Now, it's there. It's their modus operandi.

He added that "as far as I can see" Iran would not surrender.

Most Iranians see United States hostility as a basic fact of life, so their frustration is largely directed at their own leaders for not handling the situation better.

Trump's withdrawal from the agreement in May has infuriated European partners who were determined to keep it alive and now find their businesses operating in Iran faced with the threat of USA legal penalties.

The EU said it is simultaneously implementing a "blocking statute" as the new sanctions take effect, stopping European companies from complying with the US sanctions unless they have permission to do so.

The European countries have promised to try to mitigate the impact of renewed US sanctions to persuade Tehran to continue to abide by the deal's terms.
