The rift comes after the administration submitted a letter late last week formally notifying Congress that it would enter a trade agreement with Mexico, adding that Canada could be included at a later date "if it is willing". The US president warned Congress against interfering, threatening to kill the deal single-handedly.

The U.S. and Mexico reached a deal on Monday that excluded Canada. "If we don't make a fair deal for the USA after decades of abuse, Canada will be out", Trump said on Twitter.

He went on to warn United States lawmakers against involving themselves into the negotiations, tweeting that should they do this he "will simply terminate NAFTA entirely and we will be far better off".

A few weeks ago, the United States began negotiating with Mexico, leaving Canada on the sidelines.

Despite citing it in defense of Chapter 19, Canada is not seeking to resolve the softwood dispute or USA tariffs on Canadian lumber shipments as part of NAFTA talks this week, the Canadian officials said. The president has imposed wide-ranging tariffs that, he argues, will help protect American workers and force USA trading partners to stop exploiting trade deals that are unfair to the United States. He added, "The Worker in America is doing better than ever before".
