The renewed strikes came a day after Syrian regime allies Russian Federation and Iran and Turkey, a supporter of Syrian rebel factions, disagreed on the fate of the province at a summit in Tehran.

Responding to Erdogan's proposal for a cease-fire in Idlib, Putin said "a cease-fire would be good" but indicated that Moscow does not believe it will hold.

However, Russia and Iran said jihadist groups in Idlib must be wiped out.

More than 60 air raids have taken place in southern Idlib, according to the Syrian Observatory for Human Rights.

Maas said Germany shared Turkey's concern of a "looming humanitarian catastrophe" as Ankara fears hundreds of thousands could cross the border in the event of a bloody offensive.

Black said the Syrian government provided his lodging in Damascus, as well as an interpreter and ground transportation between Beirut and Damascus.

At their summit in Tehran, Vladimir Putin demanded the "total annihilation of terrorists in Syria", while Iran's Hassan Rouhani said the United States must immediately leave.

Despite dire U.S. warnings and fears of a humanitarian disaster, the Trump administration has little leverage to stop Russia, Iran and Syria pressing ahead with a massive military assault against Syria's northwest Idlib province. "Turkey has filled its capacity to host refugees". "We clearly told Russian Federation these attacks were wrong", Cavusoglu said.

The Frenchman has been linked with a move to Barcelona , and the Catalan giants are ready to make the mega move for him when the January 2019 transfer window opens.

He called on all rebels in Syria to disarm and seek a peaceful end to the conflict. Turkey has troops and observations points that ring Idlib. The Syrian government has been repeatedly accused of using chemical weapons in the long conflict.

The Observatory described the attacks on the rebel-held areas as the "most intense" since August and said they killed four in Abdeen, west of Khan Sheikhoun town, including two children and a woman.

During a meeting of the UN Security Council in NY, the United Kingdom named individual Syrian regime commanders around Idlib and warned them they could face future war crimes charges if they went ahead with the attack. The initiative was launched by Turkey, Iran and Russian Federation past year to ease conditions for a cease-fire and eventual peace between the government and the rebels in designated "de-escalation zones".

It came a day after a summit of the presidents of Turkey, Iran and Russian Federation failed to agree on a ceasefire aimed at preventing a looming military operation.

"These commanders, these units, will be held accountable by the worldwide community", said Karen Pierce, the British ambassador to the UN.

A Western official speaking on condition of anonymity said, "I don't think the summit was ever supposed to be anything other than a stalling tactic that would distract Turkey and make it look bad".

Activists and a war monitoring group say Syrian government and Russian warplanes have targeted the southern edge of Idlib province with a series of airstrikes, ratcheting up the military pressure on the densely populated rebel-held bastion. "President Vladimir Putin does not want to lose time letting terrorist elements in Idlib embed with the civilian population, spread violence elsewhere, and use civilians as human shelters against possible attacks, while also not caring much about the possible collateral damage".

The United Nations and aid groups have warned a military campaign could spark one of the worst humanitarian catastrophes in a war that has already killed more than 350,000 people and displaced millions.
