North Korea to hold military parade as regime celebrates 70th anniversary

N Korea recommits to denuclearising Korean peninsula

"Since we have delivered North Korea's message to the United States, we expect President Trump and USA policymakers will seriously deliberate and bring forward measures", Kim said.

Cracks have started to develop in their relationship however, with a key visit to North Korea by U.S. secretary of state Mike Pompeo being cancelled last minute over "lack of progress". (And Kim clearly understands how to butter up Trump, too.) That alone won't get us to an agreement and an end to the nuclear threat, but it's at least a step in the right direction.

But the North Korean leader also expressed a "sense of frustration" with the global community for not appreciating what he called Pyongyang's "very significant and meaningful" steps, Chung said. Even though Kim reportedly wants denuclearization to happen before the end of Trump's first term, negotiations hit a snag recently due to indications that NoKo is still developing new missiles and a more advanced nuclear infrastructure. The two leaders will discuss measures on denuclearization, establishing peace and detailed steps to ease military tensions, Chung said.

The inter-Korean summit would come just before a gathering of world leaders at the United Nations in NY at the end of September, but Seoul said Thursday that it was unlikely Kim would attend.

Kim emphasised that his "trust in Trump remains unchanged" despite the difficulties, Chung said, and expressed his intention to work closely with the USA to achieve denuclearisation "in the first official term of President Trump".

"And he said he hoped to end 70 years of hostile relationship between North Korea and the U.S. and realize denuclearization by improving the North-U.S. relationship within Trump's first term", he added.

Some analysts suggested Kim was flattering Trump in hopes of dividing the president from advisers who have advocated a tougher US stand. "He probably saw that there was nothing good in provoking Trump", Lee Byong-chul, of Seoul's Institute for Peace and Cooperation, said. "But the work of convincing Chairman Kim to make the strategic shift which we talked about, for a brighter future for the people of North Korea, continues", he said.

The delegation to the North announced that they had set up a summit for September 18-20 in Pyongyang between the North Korean leader and South Korean President Moon Jae-in, their third meeting since April.

The two Koreas also plan to open an inter-Korean liaison office before the third summit in the North's border city of Kaesong, staffed by officials from both sides to facilitate consultation, Chung said.

Kim's previous letter to President Trump was sent early last month, .as North Korea repatriated war remains of US troops back to their homeland.

Kim also cited the dismantling of the Punggye-ri nuclear test site and Dongchang-ri missile launch facility as evidence of his commitment to end nuclear testing permanently, Chung said, The Washington Post reported.

Rorry Daniels, an Asia security specialist, says "the fact that the Chinese are sending a high-level pretty powerful official says that China has received some kind of assurances that North Korea will not be debuting any new technology at this parade".

A State Department official is confirming that Pompeo has the letter. But negotiations have made little progress, while signs North Korea has maintained work on its weapons have emerged.
