More than three months after the June summit in Singapore, North Korea's top diplomat Ri Yong Ho told world leaders at the UN General Assembly on Saturday that the country does not see a "corresponding response" from the U.S. to North Korea's early disarmament moves.

Trump began by talking of the massive threat that North Korea posed before he took office in January 2017.

At the UN, North Korea repeated its request to the U.S. to declare the end of the 1950-1953 Korean war, which ended with a ceasefire but without a peace treaty. It is expected that Pompeo will be discussing plans to hold a second summit between the two leaders, which Trump said could occur relatively soon.

Ri expressed a "firm determination to turn the Korean Peninsula into a land of peace" but said the US -backed sanctions were a "hostile policy".

Trump used his debut address at the UN General Assembly 12 months ago to threaten to "totally destroy" North Korea and belittle its leader as "rocket man", prompting Kim to respond by calling the president a "mentally deranged United States dotard".

Washington and Pyongyang are now said to be negotiating a second summit between Trump and Kim.

The North has taken "goodwill measures" by stopping its ballistic missile tests and dismantling a nuclear test site, among other things, Ri said.

North Korean foreign minister Ri Yonh Ho wants the United Nations to move past "entrenched hostility" in order to restart stalled negotiations.

The minister also said sanctions against his government only deepen the mistrust.

While Ri reprised familiar North Korean complaints about Washington's resistance to a "phased" approach to denuclearization under which North Korea would be rewarded as it took gradual steps, his statement appeared significant in that it did not reject unilateral denuclearization out of hand as Pyongyang has done in the past.

Such demands - as well as a history of North Korea breaking past promises to dismantle its nuclear program - have raised questions as to whether or not the USA and North Korea will actually be able to reach a meaningful agreement.

This includes at two UN Security Council (UNSC) meetings, chaired by Trump and U.S. Secretary of State Mike Pompeo respectively.

He added: "President Trump has made abundantly clear that if Chairman Kim follows through on his commitments, a much brighter future lies ahead for North Korea and its people, and the United States will be at the forefront of facilitating that bright future".

During the West Virginia rally, Mr Trump told supporters that Mr Kim is interested in a second meeting.
