At least 19 people have been killed and dozens wounded after a teenage student went on a bomb and shooting rampage at a technical college in Crimea.

Russian Federation annexed Crimea from Ukraine four years ago, a development that resulted in the West imposing sanctions against Russian Federation. "Roslyakov had only recently received a permit to own a shotgun and bought 150 cartridges just a few days ago, according to local officials".

Such school shootings are rare, and Wednesday's attack was by far the worst by a disgruntled student in Russian Federation, which annexed the Crimean Peninsula from Ukraine in 2014.

"The initial inspection of the bodies suggests that they died from gunshot wounds", Russia's investigative committee said in a statement.

Earlier, Russia's Investigative Committee, the nation's top investigative agency, said an explosive device that went off at the college's canteen was rigged with shrapnel.

Committee spokesman Andrei Przhezdomsky said that Roslyakov's body was found next to a pump-action gun.

The Komsomolskaya Pravda newspaper quoted student Semyon Gavrilov as saying he fell asleep during a lecture and woke up to the sound of shooting.

The reported killer was a "student in the fourth year who was studying at the college".

"After that they were running all across the second floor, opening the doors of classrooms and shooting everyone they found there".

According to the RIA Novosti agency, security forces raided Roslyakov's parents' home following the killings.

"There's a lot of them, the ambulances did not have enough stretchers", he said, adding that more bodies could be buried under the rubble from a part of the building that collapsed. The college's website says it accepts students in the last three grades of school, from the age of 14.

The emergency services ministry said that it had flown out three helicopters and a plane with rescuers.

"He was walking around and shooting students and teachers in cold blood", Sergei Aksyonov, the regional leader in Crimea, declared, the Associated Press (AP) reports.

Russian President Vladimir Putin, who was at a signing ceremony with Egyptian President Abdel-Fattah el-Sisi in Sochi, was originally told the fatalities were caused by an explosion.

"It's already clear that it's a crime, the motive and possible versions for this tragedy are being carefully examined", Putin said. They burst in five or 10 minutes after I'd left.

Kerch is linked to the Russian mainland by a bridge opened by Putin in May this year.
