Khashoggi disappeared October 2 after entering the Saudi consulate in Istanbul to retrieve a document for his marriage. His fiancée was waiting outside for several hours.

Saudi state media also issued an apology: "The kingdom expresses its deep regret", said a statement in state media.

How did they explain it?

In public, Erdogan and top government figures have remained extremely cautious, often referring to a prosecutors' investigation and stopping short of pinning the blame on Saudi Arabia.

An official Saudi source said on Saturday the kingdom's investigation had so far shown that the suspected killer had travelled to Istanbul to meet with Khashoggi to discuss the writer's possible return to Saudi Arabia.

The White House said it acknowledged the latest announcement and reasserted its call "for justice that is timely, transparent and in accordance with all due process".

"We will continue to closely follow the worldwide investigations into this tragic incident and advocate for justice that is timely, transparent, and in accordance with all due process", the statement said.

Democratic US Senator Richard Blumenthal told CNN the Saudi explanation "absolutely defies credibility" and he called for an global investigation of Khashoggi's death.

In contrast, Turkish media reported that Turkish investigators have evidence, including recordings, that Khashoggi was tortured, killed and dismembered by a Saudi hit squad that was sent to the consulate ahead of his arrival. "We need an worldwide investigation and relentless pressure on Saudi Arabia from the Trump administration, if we ever hope to get to the truth".
