In 2010, two suicide bombers killed at least 28 people, including some of the elite Revolutionary Guards, at a Shi'ite mosque in southeast Iran, an attack Iranian leaders said was backed by the United States.

State TV also showed footage of smoke rising over the city.

Pakistan has strongly denounced a terrorist attack in Iranian port city of Chahbahar, that claimed lives of at least three innocent people while injuring forty others.

"This was a blind terrorist attack", Pakpur told the semiofficial Tasnim news agency.

Rahmdel Bameri, a provincial official, told state TV that a suicide attacker driving a vehicle loaded with explosives drove up to the police headquarters.

Chabahar lies in Sistan-Balochistan province which has always been a flashpoint, with separatists and extremists carrying out attacks targeting the authorities. No militant group immediately claimed responsibility for the attack.

In October, the separatist Jaish al-Adl (Army of Justice) group kidnapped 12 Iranian border guards in the remote province, five of whom have since been released.

"As we've made clear in the past, such crimes won't go unpunished: In 2010, our security services intercepted & captured extremists en route from UAE", Zarif wrote in the tweet.

Washington has granted exceptions to some USA sanctions on Iran for the project. A year ago, the group claimed to have blown up an oil pipeline in Iran's southern Khuzestan province.

Iran has stepped up security in border areas after gunmen in September opened fire on a military parade in Iran's southwestern city of Ahvaz, killing 25 people, nearly half of them members of Iran's elite Revolutionary Guards corps.

"We express our condolences to the government and the people of Iran and the families of the victims of this attack", the Ministry of External Affairs said in a statement. Arab separatists and the Islamic State group both claimed the assault. "There can be no justification for any act of terror", the MEA said.

Chabahar has a deep-water port on the Gulf of Oman and with Indian assistance Iran has been developing it as a major energy and freight hub between Central Asia and India, bypassing Pakistan.
