Troy Mathieson, 25, and Hughie Morton, 20, missing in Townsville's floodwaters, last seen at Dan Murphy's Aitkenvale between 8pm and 9pm on Sunday February 3.

An aerial view shows houses inundated with flood waters in Townsville, Queensland, Australia, Feb. 4, 2019.

"We are out there looking for these men because we are concerned about their safety".

Yahoo7 News understands the pair were attempting to evade police after they allegedly tried to loot a Dan Murphy's liquor store. "Townsville has seen over a metre of rainfall in 10 days, which hasn't been recorded there before".

Meanwhile, tornadoes and waterspouts were spotted off Townsville yesterday in the intensifying monsoon dumping a phenomenal 100mm an hour - on top of a record one-metre total rainfall - over the disaster zone in North Queensland.

On Saturday, as the flooding rapidly worsened, police in parts of Queensland were going door-to-door to warn residents to leave their homes.

The continued inundation forced authorities to open the floodgates on the swollen Ross River dam on Sunday night.

The deluge has led to flash flooding, landslides and power blackouts for more than 15,000 people.

More rain is expected in the coming days.

"The monsoon trough is near stationery which is why we're getting persistent heavy showers affecting many areas, it's particularly of interest in Herbert catchment, Upper Burdekin, Haughton and Ross River catchments", Mr Gunn said.

The premier said 11 local government areas were impacted across the north of our state, with five local government areas to receive hardship assistance.

And Queensland environment minister Leeanne Enoch has even warned locals to watch out for snakes, who are very good swimmers.

There are 80,000 homes in Townsville.

"It's basically not just a one-in-20-year event, it's a one-in-100-year event", she said.

"Chris you are an unbelievable generous person thank you so much from the bottom of my heart".

The latest police deployment adds support for extra officers already stationed in the flood-affected region, with Commissioner Gee saying security was a priority moving forward.

Two police officers rescued two people on Charters Towers Road before they themselves were swept away - one clinging to a power pole - before they could be rescued leaving a police vehicle destroyed.

Emergency workers and the army said they had received more than 1,000 calls for help.

State Disaster Coordinator Bob Gee is urging people to stay out of the water and check emergency and weather warnings - which are updated regularly.

"So grateful to this wonderful human in our time of need honestly can't thank him enough", she said.
