Pelosi Could File Legal Challenge if Trump Declares National Emergency

Lawmakers Reach Shutdown Deal, But Will Trump Sign It?

Lawmakers Reach Shutdown Deal, But Will Trump Sign It?

His decision was announced by Senate majority leader Mitch McConnell on the Senate floor on Thursday (Feb 14) and confirmed by White House press secretary Sarah Sanders in a separate statement. She also said that she may file a legal challenge if Trump went through with the national emergency.

In addition to funding the Department of Justice, Department of Agriculture, Department of the Interior, Department of Transportation and other vital agencies, the bill will also send more than $54 billion overseas.

Congress moved on Thursday to pass a almost 1200-page spending bill in order to avoid another government shutdown ahead of Friday's deadline.

Both houses of the U.S. Congress passed a government funding bill Thursday that would avert another partial shutdown.

The declaration, should Mr Trump carry it out, will prevent a second bruising government shutdown but set the President and Congress up for further clashes down the road. Although it includes $1.37bn in funding to help build physical barriers on the border, it does not include money for concrete walls, forcing Trump to look elsewhere for funding.

House Appropriations Chairwoman Nita Lowey, a New York Democrat, said after the bill was introduced late Wednesday that the plan would allow Trump to construct only existing styles of border barriers.

On Monday, as congressional leaders announced a compromise that didn't include wall funding, Trump declared in front of a rally of supporters that he was going to get the wall built one way or the other. Moving to an emergency declaration is a next step that Trump has been exploring for weeks. Democratic presidential contenders Kamala Harris and Elizabeth Warren didn't mince their words either, with Harris calling it "a ridiculous vanity project".

Backed Syrian Forces to Start ‘Final Battle’ Against Is Enclave
ISIS redrew the map of the Middle East in 2014 when it declared a "caliphate" across large areas of Syria and Iraq . The clash reportedly took place in September in a hamlet IS held in eastern Syria, al-Keshma, near Baghouz.

Now that it's looking likely that Trump will exercise that power to build his dream wall along the US border with Mexico, you may be wondering what, if anything, Congress can do to stop him.

"Just so you know - we're building the wall anyway", Trump said. But President Donald Trump has finally taken the face-saving, if constitutionally fraught, way out of budget negotiations that polls showed were battering his approval rating.

Senator Susan Collins, a Republican moderate, said in a statement: "Declaring a national emergency for this goal would be a mistake on the part of the president". "This legislation represents a bipartisan compromise and will keep our government open while funding key priorities". Immediate past president Barack Obama declared 13, and since assuming office, Mr Trump himself already declared three global affairs-related emergencies which slapped sanctions on foreign actors from Myanmar, Russia and Nicaragua.

I can't say I'm thrilled", Trump told reporters Tuesday, as he met with members of his Cabinet at the White House one day after Democrats and Republicans reached a deal giving the president a fraction of the funds he had requested to construct the central tenet of his 2016 campaign: "a wall along the U.S. -Mexico border.

"Just think of what a president with different values can present to the American people", she said.

How could Trump divert money to the wall? Senate Armed Services chairman Jim Inhofe of Oklahoma said he warned Trump not to touch military construction funds, but he could live with using Army Corps funds. "I wish you would", Pelosi said on Thursday, adding that "a Democratic president can do that".

The top Senate Democrat, Chuck Schumer, accused Trump of a "gross abuse of the power of the presidency".
