To crime victims, Newsom said, "we owe you, and we need to do more and do better". Despite California's liberal reputation and growing unease with the death penalty, voters have repeatedly repudiated efforts to abolish it.

"I am hopeful that, that will one day occur", Newsom said Wednesday.

President Donald Trump, who has suggested expanding the death penalty so drug dealers are subject to it, lamented that California's "stone cold killers" will not be executed under Newsom's order.

"I don't think it's a harbinger of anything that matters because California is such an outlier and the places that need to change are all in the deep south", Mandery said.

The governors of Pennsylvania, Washington and OR have imposed moratoriums on executions, and the former Colorado governor refused to execute someone on death row.

The order will also immediately close the execution chamber at San Quentin and states that the directive "does not provide for the release of any individual from prison or otherwise alter any current conviction or sentence", according to Newsom's office. CA has the largest death row in the country.

Nonetheless, Newsom's action is the latest indication of how California politics have changed around capital punishment.
