US Senate Republican wants a special counsel to investigate Trump probe

The House of Representatives failed on March 26 to override President Donald Trump's first veto, leaving in place the national emergency he declared last month to redirect funding toward a U.S. -Mexico border wall construction beyond what Congress approved for the goal.

The vote Tuesday was 248-181, far short of the two-thirds majority needed to overturn Trump's first veto as president.

California's attorney general, Xavier Becerra, a vocal critic of the president who is leading the multi-state lawsuit against the emergency declaration, vowed to continue his legal challenge to the administration.

Barr released a four-page summary of Mueller's findings on Sunday, saying that the special counsel found no evidence Trump or his team colluded with Russian Federation during the 2016 presidential election.

The House and Senate had voted earlier to disapprove Trump's plan to use an emergency declaration to divert military funds to build the wall.

But the emergency declaration is not exactly settled, as it still faces a host of lawsuits , including one from a coalition of almost two-dozen states led by California. After a 35-day partial government shutdown earlier this year over the president's demand for US$5.7 billion in border wall funding, Congress agreed to provide only US$1.4 billion for physical barriers.

Trump's emergency would let him shift an additional $3.6 billion from military construction projects to work on a barrier along the southwest boundary.

Acting Defense Secretary Patrick Shanahan notified Congress Monday night that it was shifting $1 billion from military readiness money over to the drug interdiction account, where it could be used for wall-building.

Democratic Rep. Peter DeFazio of OR says money shouldn't be spent on Trump's "stupid, static wall".

But on Tuesday many House Republicans defended the president, saying there is an ongoing crisis at the Southern border.

Trump's declaration was the 60th presidential emergency under that statute, but the first aimed at spending that Congress explicitly denied, according to New York University's Brennan Center for Justice, which tracks the law.

Opponents of Trump's emergency warned that besides usurping Congress' role in making spending decisions, he was inviting future Democratic presidents to circumvent lawmakers by declaring emergencies to finance their own favored initiatives.

And many Republicans had defied their president and the party to vote to pass the Democrat-authored resolution in both chambers, despite the fact that many of them supported the president's wall.
